Family Friend Respectful Offer/Gen Help

Hey guys, very new here and I am nearly finished with “Rental Property Investing,” I absolutely love it.

I am looking to house-hack, and I have some reno/tact questions. I have what I believe is a good opportunity in front of me. A close family friend (closer with my parents than me) just inherited a home which he wants to sell. It’s a 3 story, 3 family, 3k sqft, 1908 Victorian, 2 bedrooms each, 7 miles from NYC, and rental comps reflect about $2300 a piece if rehabbed (top unit/floor was updated about 8 years ago). 

This friend lives in Hungary and is visiting for 2 weeks with his son next week to clean out the house and sell it (February 3rd-18th). The issue is, from my understanding he does not fully recognize all the rehab that needs to be done to be compared to housing prices nearby (600k~).
I do not want to take this guy for a ride, but I also do not want to overpay, all while trying to be respectful when making an offer. This house has asbestos siding/pipes, old windows, possibly needs a new roof, an oil tank for 2 floors (one has gas), one furnace, old plumbing and electric. For two of the units they need new paint, floors and redone kitchen and bath for both. I also am playing around with the idea of making a 3rd bedroom in one or all of them if possible as they have a lot of wasted space . 

I was considering making an offer of 400k or so and let the inspection reflect all the issues then ask for credits since I know he won’t fix them. Or, should I make a lower offer, and buy as-is with the only stipulation being that the oil tank didn’t contaminate the soil. Also to sweeten the deal, I planned on telling him to take what he wants and I’ll empty out the house (he is 70 and his son is about 45 so I can see this being appealing-the house is loaded with stuff). Regardless if he sells it to me or not I plan on helping empty out the house.

I was hoping you guys can chime in on possible reno costs to help explain and make an accurate initial offer (doing my best to get a contractor in), how to make this smooth for him while he’s here, and any other ways to put him at ease to lock this up.
Keep in mind I’m brand new to this and I apologize if some things I said may not make much sense or my numbers are off. I’ll do my best to clarify if needed.
