We can add a schedule B to it with our own terms however the Land Tenant Board rules will always supersede anything. 

If after all expenses it cashflows then yea that would be the best option for you'll be able to sell the land, if it doesn't then hookups might be a better option (With the big assumption that there is demand for that in that area) 

Traditionally I have sold the builder land and loaned him the money to buy the land and build the house with us splitting up the profits when it sold. 

Also, when they said they have "network" to find investers/property owner to land my offers, and "system" to calculate profits in order to show whoever owns the property short term rental is the more profitable option.

To justify the land cost (if I recall), you needed an already functioning property in the land and needed to add the Tiny home.
