Also, if you think you'll possibly get stationed oversea, find a reliable property manager early.

Find a trustworthy, reliable team to work with (agents, contractors, PM, etc.) that will help you with the strategy you pick.

These are only a few ideas to find cash buyers.As far as finding those who won't cut you out of the deal - I would vet them to make sure they are honest and reliable, and then put the systems in place to make sure you're not scammed.

Also realize this business is about building relationships and establishing yourself as a reliable and trustworthy person. 

Well, that could be a real estate agent, good friend, maybe even the pending property manager (I don't know if they would do this as I don't use them).Either way, you need some sort of reliable "boots on the ground" to support your investment. 

I think the best thing is network to build a reliable buyers list.
