I believe a rehab would be necessary rather than say a turnkey property because I would be able to add forced appreciation and later get it appraised for more & either flip it for profit or rent/refinance it allowing me to get back capital to reinvest in another property.

If they do not pay you will be forced to evict assuming your state regulations allow evictions based on utilities owed.Your best option is to simply raise the rent to cover the anticipated cost, plus some, and hope for the best.
