I have heard of programs where you don't have to pay MI but the high interest payment doesn't make it worth it.  

Though I have seen times where that not the case.Both FHA and Conforming have loan programs that can also lend you the money  for repairs.

FHA has first-time buyer programs set up for people just like you that require pretty minimal down payments. 

The program now has way to may flaws and is charging me 90 a month plus 58c a card.

You msy consider calling your locslhousinh authority, the ones who handle the Section 8 program Even though you may not want to use the program, it could open your eyes.I  have done this and been suprised at how much they pay....or how little.PS.

There are also DSCR, investor cash flow loans but require 20% The bank statement loan program that somebody talked to me about had a much higher interest-rate.

So, looking for common-ground, I'd say the solutions lie in combining (1) super modest rent stabilization laws that won't handcuff and bankrupt developers and landlords but instead focus on anti-gouging; (2) enhancing rent-assistance programs; and (3) streamlining development, with crackdowns on NIMBYism.
