I hear that there is Renter's insurance I can mandate in the lease and must ask Tenant to include "Personal Liability" Protection coverage which is usually $100K.

If the OP were the one rehabbing the house and reselling to an owner occupant, I'd say that he needs to know both of those numbers.But, since he is just wholesaling the deal, I believe it's more important that he has a value that is supportable, even if it's not comprehensive or completely accurate.
