For me, it was very frustrating to be accumulating so much knowledge yet not be stateside to apply it since owner/occupant is contingency of VA loan approval…I've had the same idea to use my VA loan benefit to purchase a multi-family 3-4plex owner/occupant to get started investing.

Another is they just don't want to deal with the lending process.A strategy is to accumulate enough cash to buy such deals, then turn around and refinance them shortly after the purchase.

Ex: if you calculate you would need $50,000/year to comfortable live and pay your expenses, then you would need to accumulate (50,000 x25)= $1,250,000 in order to reach your goal to retire.
