So if it were me, I'd reject them based on income.You can also reject specific breeds of dogs or have weight restrictions.

In your lease you should have a section about whether pets are allowed or not,with the cost of deposits/ pet rent/liability of damage caused by pets.You can also add a pet addendum to your lease, to clearly state the size/breed/age/ approximate weight of the pet and damage responsibility.I make all my pet fees non refundable, since that would cover at the least the cost of pest control for fleas/ticks.If these are things that wasn't discussed at the time of the verbal agreement, I would call the tenant and explain the pet policy/deposits so that you can revise your lease accordingly.
