This way some hold outs can't bring the government to a screeching halt.

Heck even culinarily the restaurants that are popping up are impressive (which I take as a great sign of the people and businesses that it's attracting).

I second @Erik Estrada Chase offers great programs for business, multifamily, and conventional loans for commercial properties.

It's not good to burn bridges in this business, and we agents do a lot of free work that we never get paid for.

So some may say $30k is not worth it but I know others that launched successful syndication businesses from it.

I still have a hard time understanding how this business model works for them, but perhaps that upfront fee covers for lack of deal flow (?) 

@Michael Quarles I can honestly say that I've never gotten any solid business from postcards.

Even if you create a non-CA LLC, if you are managing the business from California, you will likely be deemed to be "doing business" in California and therefore likely subject to CA taxes.
