If you are comfortable with the neighborhood, it comes down to the price and required renovations.

With that said, I don't have the 2 years as a salesperson experience required for the Brokers license, but I do have over 8 years in property management experience.

You probably won't have survey requirement because you can re-use your old one, and usually you get a credit for title insurance if refinancing within 2-3 years of your original purchase.  

Seems to me that selling to an organization like Habitat for Humanity might help you ensure you have a relatively consistent buyer, assuming the parcels you purchase are in desirable areas for them and meet their acquisition criteria.
