When was it  written, when is the proposed settlement date, what contingencies are in it?   

They will generally have capital and might take a chance on you.Conventional lenders will probably avoid you like the plague for awhile so I wouldn't count on that avenue.Also understand with a divorce decree joint credit cards can predate the settlement.

Property has settlement issue with carport and master bedroom, waiting on estimate, we suspect under $25K.

Just an update though - during home inspection we found settlement cracks located above garage door, several cupped shingles on the roof and some soil eroding near side grading.

And contact a public adjuster if the settlement your insurer offers seems low.After the fact, there are a couple of ways to mitigate the inevitable premium hike.  

@Brittney Williams welcome to BP.If someone is behind on the taxes they just get paid at settlement.

You could also place an offer (contract) on the property with the condition that you negotiate a settlement with the tennants for them to vacate, voluntarily.
