This property is now abandoned, the 3/1 home needs full rehab and has foundation issues, needs new roof, they also mentioned it might have to be rewired.

Stay away from large scale water intrusion issues (roof, siding, or otherwise), major foundation issues, issues with framing, stupid layouts that require rearranging walls, or places that have issues that can't be fixed (location, occupancy/zoning issues that impede your desired use, etc.)

I have seen full gut remodels in the 3 units, but they already have a foundation and exterior walls, which cost a lot of money to erect.Since I am guessing you are not jumping into a $20mm project as your first go, buying will almost always yield better results.
