Hi Jonathan,From what I understood PCB is busy year round, the winter months are occupied by snowbirds for extended periods, rather than short terms and the rates are not as high as the summer ones.

I have understood this through talking with the state, that if you are an agent of the owner giving information to potential guests using  the owners rules and rates, then you are exempt.
