Okay, historically and as a matter of acting in "the public's interest" minor violations might not be chased down in the past, regulators have always had bigger fish to fry. 

When marketing to off-market owners and principals, you are in essence casting for a fish that does not know that they are hungry.Your job is to get their attention, draw their interest, fire their desire to sell (to you) and to take some form of action, such as to call you, write you, return a reply card, text you, or possibley email you or even go to a landing page. 

Ive been sending them out fishing for sellers.

I can go into many counties in CA and buy all the lots I want for 1k and under.. they are not developable or buildable but they are legal lots of record.. in the day if your old enough you and got hunting and fishing mag.. in the back there was always adds for 5 to 40 acre ranches in Texas,, Montana..

@Ali Boone , you are a kindred spirit who agrees with me that you do not invest in Real Estate as a hobby or to 'buy a job', but you invest so you can take a cruise, sit on a Caribbean Beach or go fishing for Alaskan Salmon.

I have recently broadened my reach to the Sacramento area and things are really picking up, deal wise.  

Add in the emotional triggers that you are fishing for as the "attractant".
