The paint colors were awful and the kitchen was a dark cave with paneled walls and homemade cabinets but it was still promising.                                                        

you'll be sickened by the brown water and how much nicotine is on those walls ,, I take a mid point photo to prove the color of the walls during this procedure to document how bad they were.I've sprayed inside heat ducts after wiping out with spray kilz to also get rid of the smell.

Brick are still fairly nice overall but I'm thinking of doing a whitewash or stain just to change the color of ALL those brick.

People don't really need to utilize their space as much as more concentrated areas so having a unit or bedroom in the basement is far from desirable in most cases.However, personally, I would only add that if you planned on renting it or utilizing it to off-set your costs, otherwise, to me, it's kinda like painting a room bright purple in hopes of finding someone who loves the color and buys it just for that.

I would check the color coded maps for if it is concentrated around this property.  

I do have a copy of the appraisal and plan to fine tooth comb it.
