I would  say that if they are still uncomfortable and feel it could be mold  (regardless of what you think when you see it) I would offer to replace with a curtain and rod.

If you watch the news stories as i do you will find the courts routinely hand out fines of $1,500 for each smoke detector that is missing or that has bad batteries.
