This will be a daily grind to turn it around.

With that being said it is very tough to tell rather or not a newbie will come in and grind and have integrity and truly build the business.

If so, you can refer the tenants back to those provisions, as well as to any specific noise restrictions the city or town has in place.  

So your cheap postcards are just white noise that aren't being looked at seriously.

Some times people make a lot of noise trying to get a concession.

Both incidents may have involved my tenant screaming at this lady and her son at that top of his lungs, but they are he said she said incidents, during daytime hours, and I think there’s a flimsy case at best that he is in violation of any noise clauses in my lease.The neighbor is telling me to do something about this.

You have to sift through the noise and eventually you find a few diamonds in the rough.  

I let them know that those are not appropriate calls at that time of night (call the police if they are a noise nuisance). 

As for the noise issue, ALL the neighbors have dogs.
