However Iwas warned that in the even of an eviction, if the tenant has access to owners bank account and the tenant deposits money after eveiction has been filed, it would stop eviction and cost me more money.

In turn (if it's at all legal for me to assume a modified loan, I will rent it out at the rates listed above.Regarding the back taxes the bank has paid her back taxes I believe 2 years ago as the home was in risk of going to "tax sale" (I've already verified this on the Los Angeles County Property Assessor website).

That's like the local grocery store advertising "Buy more and save more"...But I would pay the bank $1000 in interest if the $31,000 borrowed money (or here not yet paid back money at 3.2%) can be invested in RE, for example, that gives me more than $1000 in NOI for the same time period.
