I don't know the exact situation with this particular property, but mechanicals and electrical will be two of your largest expenses, but they will definitely add value and organize the situation.

J Martin organizes a great one for the East Bay, though the meetings are usually in SF.

Here in Pittsburgh there is a community organization that is "policing" student rental properties and reporting landlords to the City zoning officials. 

You'll be able to find these brokers by searching for brokers having this designation on the respective website of each organization.

I would definitely be interested in hearing more about the meet up you're organizing in September.
