I want to write you a longer reply and will as soon as I get a moment but you are correct in the terminology being wrong and i also have a reason why the numbers are off...I did some quick edits on a 'real' example to mask a real deal that I have not yet closed on.

Please check your local building dept for what edition is current as this varies across the country.http://codes.iccsafe.org/I-Codes.html#2012Its the owner responsibility for getting permits but a lot of times the owner does not realize this and the contractor pulls the permits on behalf of the owner.
