Maybe the area has a lot of new places to eat out, you can target people who frequently express interest in food.

@Stephen Neto The day before Thanksgiving I had a contractor give me a sob story he was out of money and his wife was texting me they didn't have money to buy food for Thanksgiving.

For example, let's say her voucher is $1000 so her adjusted rent is $250 and disability is $750, ok, so her income is 3x her adjusted rent...BUT can someone live on $500 including utilities and food? 

In the summer it’s the place to be, bands and food trucks behind the brewery every Friday night.

I think the more more dramatic opportunity will be the millions of baby boomers ready to move into a multifamily facility that is catered into their life-style, thus creating rental demand and lowering SFH suburban housing demand. 

Essential means things like rent/mortgage, food, ... and not much else.No vacations for the immediate future.
