A roof can be completed in a week on a small one story house, problem is getting reliable crew lined up, you need a contract that bonuses them on early completion. 

Veterans can also get another 1-2 properties using a VA loan, because they can buy a 2-4 unit with $0 down, and then potentially a second 2-4 unit with $0 down (or little down) using bonus entitlement. 

I want to offer him some sort of profit sharing to motivate him to keep the project moving along and save money where possible whether it be materials or labor.I dont really want to just give a bonus on top of his hourly pay.

I don't know the exact timings of your bonuses, but given how busy submarine life can be, one thing you might consider as part of your strategy is to invest some of your bonuses into Limited Partner positions in syndications.
