The prices are at market value and the bank will not entertain a lowball offer.The only reason that it is listed is to attempt to get full market value. the only time you will get a large discount is when you buy homes in bulk..you are better off looking for a short sale that has been on the market for a while and that has a sale date comming up..just know it will take a while to get your offer approved but that is your best bet in getting a home with signifigant equity

As for a nice place to live, I personally always shoot for the best combination of highly rated public elementary schools (because elementary schools are most closely tied to real estate values), proximity to work (30 minutes or less), and proximity to entertainment/local attractions (30 minutes or less).
