Each tax bill will have the owner's name an mailing address.You can try to google their name + address in the off-chance something will come up to get their phone number.As far as finding an accurate ARV - this is challenging and would typically require you to look at comparable sales for similar properties in the same area in the last 6 months or so.

Finding contractors is equally as challenging as finding PM's, if not harder, when you are out of state. 

And this is also 203k loan which in itself is challenging to me and to the sellers do to the time constraints, so I do not want to give the sellers anymore of a reason to back out of the deal.

And if you don't find these to be challenges, what would you want to be more efficient (aka less time and fees) in the course of a common dealP.S.
