After listening to lots of stories and admiring the pristine 60's-style apartments, I wrote a full price, as-is offer with a promise to close in less than two weeks... after having to physically track down the seller multiple times (he had no phone, no email, and just went off places sometimes) the contract finally got signed.

If they are tenants and have a valid lease you have to honor it for its duration otherwise can offer cash for keys as mentioned above. important point and as folks get craftier the fake leases are more common.

When I've been in this position in the past, I've marketed the home as a lease-purchase with an attractive Decorator Allowance (say $3-5K) that the resident will only get once they are qualified and ready to purchase the house, sometime down the road.Great tenants do want an attractive home, but they are often willing to overlook cosmetic concerns if they are given both the opportunity to purchase and the promise of a big check to make things pretty once they buy!

Anyone can buy a good deal, it takes a team to make that deal produce the returns it was promised over time, that team includes management which means they are basically a complaint desk of people’s perceptions or problems.
