I challenge someone to look at rent controlled areas and compare the rent increase in the first few years after incorporating rent control compared to surrounding areas pre rent controlled.  

So, if I were to bid at such an auction (HOA foreclosure) would SB1079 apply AND laws surrounding the 90-day redemption period?
