Try calling your local police.  

The vhr permit has a 300$/yr fee, and is actively policed.  

The next calls will be all his workers and subs, do not pick up any blocked numbers.Make a police report, IF they will take it, they probably won't do it by phone.

Yes this is definitely something I need to not only police myself on now, but continue to enforce on myself down the line.
