If someone doesn't want to have recurring payments and that is deal breaker for them, considering everything else that goes into finding a suitable apartment/home is that really someone you feel comfortable will pay you on time every time?

I'd stick to the criteria and find a suitable tenant.

Can I find a suitable property simply doing a regular 1031?

If the property is suitable to rent to non Sec 8 it will pass every time.

And I have found a couple of suitable properties that meet my criteria in these cities.Then, I stuck here.
