I am not looking to commit mortgage fraud or anything unlawful, unethical or immoral for that matter.

File an unlawful detainer and evict them if they don't move on their own in a timely manner.

Our local rental association publishes a listing every month of all unlawful detainers filed in our county in the most recent past seven years.

The process is Unlawful Detainer and can take 60 days.In such cases, IMO the possession is more important than lost rents, so I typically look at their security deposit and offer to "refund" some or all of it in exchange for the keys. 

Of course it is required before you can start the eviction process, but until you file with the court for unlawful detainer/eviction and the judge upholds your claim, you have not yet evicted them.

If they didn't do what you requested, then we would start the eviction process by filing an unlawful detainer with the Superior Court nearest to the house. 

They also have no legal justification to shake down their citizens with rental licensing fees or unlawful searches.

In small claims or unlawful detain, late fees can not be added to the cause of action.You can NEVER change the locks until a Writ of Possession has been granted, served and executed. 

Healthy, Ohio by the 1851 Center for Constitutional Law means that indiscriminate and warrantless government inspections of rental properties are unconstitutional nationwide, and that unlawfully-extracted “rental inspection fees” must be returned to the rental property owners who paid them.

If that sounds confusing, I think there might also be some kind of unlawful nature to it also.
