Even the dangerous molds are manageable unless you already have respiratory problems.Ensure the ventilation fan sucks air out and vents into the outdoors, not the attic space.Train the tenants how to kill/clean the mold with a simple bleach solution and spray bottle.

Make sure you don't have a dead mouse in the unit somewhere....could take it outside and power wash it and bleach it....could try a couple bags of charcoal....use the coal for a barbeque if it doesnt work.

Thereis little chance a tenant will change it on their own orbuy the filters unless they have some breathing condition.About the drain line, down here in South Florida we have to shop vac the line or pour diluted bleach down it to prevent any algae growth in the pvc line.

I suppose I was lucky though--I told the contractors to bleach the heck out of the subfloor and it worked wonderfully.
