Depending on how bad is the foundation state (how many inches you have to correct), is very possible the sewer line will disconnect/break in the horizontal portions.

So I can’t turn off my phone and completely disconnect.

In the "BiggerPockets Podcast 332: How to Build a Deal-Finding MACHINE With Adam Johnson and Brent Moreno"  they talk about getting a list of properties with disconnected water/utilities.

I told them that I couldn’t delay anymore and that the power was being switch over to me and would be disconnected.

Great student population to rent to.Tracy is also a good location since there are alot of commuters to job locations in the east bay.Byron is a sleepy farm town. not good for investment.Sacramento is one of the best markets in the nation as you mentioned.Given all this, I would disconnect your passion with your investment criteria. 

Also, when I reread your post I think there’s a disconnect on your payments.

An existing air conditioner  outside unit does not have shut off switch. Buyer is asking to you install it.I’m not willing to spend money to install for them. Share your suggestion please.Thank you 

Perhaps that's the disconnect.  

Tie you identity to daily growth and disconnect it from external validation; otherwise, you happiness will be fragile and not in your control.

The utilities are uninterrupted and there is no added cost or wait time for disconnect/reconnect.
