Block construction is solid (better than metal but not as desirable as concrete tilt), im assuming it was built in the 70's?

The way in which it tilts against your favor will be magnified in the eyes of the tenant if you don't comply, and he may mess up your stuff otherwise. 

But a window AC tilted the wrong way can cause damage and definitely not in kitchens.
