According to the owner it's been grand fathered in (still need to find out what that means) and he has no issues with zoning.One thing I did notice is that a unit on the 2nd floor only has a single egress, just the front door on the 1st floor. 

The most recent HAPCO newsletter had an article regarding "Taking Action Against Squatting".As @Chris K. alluded to, councilman David Oh has introduced Bill No. 170827 to instill an approach to dealing with squatters.

While you might be able to bill it back technically the actual instillation of a separate, owner monitored, meter would be expensive and difficult.

It seems that even when just a little of that money comes back to them each month it instills confidence in the system.
