You are more than welcome to decline a showing because he is not comfortable with your requirements, but you are not allowed to discourage someone from applying to your apartment.

The past tenant was a hoarder and the apartment has not been lived in or touched since 1999 (26 years)! 

That will allow you to build the additional legal space further amplifying the value of the proprety (more HELOC money).
