Get on a plane several times to visit that market and get to know your potential vendors.

All you need are local vendors you know...with texting and internet, and good tenants.  

Downsides is you have less of your feet on the ground and really need to trust and verify all vendors.

For best results shop the vendors (who can be covered by insurance/meet HOA requirements) and get several options to your HOA management company to have the board pick from.
