Rather than have all 3 parties moving in and out of the same room, have the title company set up one room for the A-B and a separate room for the B-C.

When the buried lines were back-filled many years ago, some rough rock was in direct contact with the cable and chewed through the insulation over time, causing a short and the outage.In both of those situations, 240V appliances only received 120V due to the outage on the single line, and those 240V appliances fail to operate properly.
