If its a boiler, which I'd expect, valves and standard thermostats can be installed in each unit depending on how the radiators are piped.

You would have to add vents/radiators & electrical on the floor- The price difference of $50k-$100k is concerning to me as I would think your rehab budget would be pushing $50k+ assuming the items you noted.

But, it's not anthrax nor were they a military unit.....just saying :)As kids, we use to pull asbestos off the radiator pipe in school and make spit wads to shoot, I'm not dead yet, but it's not good stuff.

Hi Shawn,And when you talk to them, don't be a Sad Sack about it, instead, seem upbeat about how nice and cozy the NEW Nat Gas heat will be FOR THEM in a few days vs the old radiator system.Focus on telling them how much they are going to LOVE it.It will make the waiting time easier for them if you can change their focus.https://www.youtube.com/watch?

2) Other options:Forced Air: will require removal of water lines & radiators, replacing them with heat ducts, which will require lots of holes in the walls to run and patching expenses.
