The only thing I could really suggest would be that you may want to consider some type of insurance in case $15/hr painter falls off his ladder while painting your exterior, or old man river bursts a pipe or something. 

NOTE:  with the oil base primer, make sure whoever is applying has sufficient ventilation in place--I've seen plenty of painters get 'loopy' from the chemicals without proper air change ventilation.

I don't know what the building looks like or the square footage of exterior wall space, but a typical painter who works with investors could easily charge double that.But again, I haven't seen the building, and price will certainly vary depending on the specific contractor...
