My thought for Vegas would be to consider a short- or mid-term rental property, perhaps even a condo, so that I had something furnished I could stay in from time-to-time when I'm visiting.

Since no one answered your actual question, 15 year rates today would be in the mid to high 4s if you paid 2-3 points, which you should if you do a refinance. 4.5% rate on a 15 year mortgage would be $3400/month plus taxes and insurance.
