You have code enforcement issue in one of those cities and they do not know you, your life is not going to be easy meanwhile the person who has been there for 10 years and knows the inspectors families name will have a very different outcome than yours.

No inspectors come out during the contract process to look at the house.

It depends on the agent's capacity.I usually connect my investors with my contractor or inspector to walk through the property so that everything can be sorted out in one go, or I have my clients make an offer subject to a walkthrough, allowing us to get the ball rolling.

Over the years, I have built local teams ( agents, contractors, property management, inspectors) that serve as my eyes and ears. 

The inspectors go to the factory and sign off on them.
