General Contractor working on my Two Family

I hired a contractor to renovate my two family’s front porch and add a landing or deck to the front entry way. And I also asked the same contractor to do a whole deck at my residence to try to get a deal for the two projects. 

The work is sub par and for a one week project we are now on the seventh week. I also found out he is not licensed when I asked him if we needed to pull a permit for the new deck he pretty much built on the two family home. I also found out he didn’t put the right footings in, pretty much left the footings that held up the original stair case. 

he is using his “buddies” license to pull permits. What should I do? I don’t want to continue work with him.
