Buyer responsible to get CO

I am looking at a property and the numbers make sense. The property has new roof, no major issues with HVAC or boiler. But really run down inside. Which i think i can work with. 

Question: The listing says "Owner will not pay for any repairs. Buyer is responsible to get the CO". What should i watch out for when it comes to getting a CO.

The term is C/O is used loosely and in many cases incorrectly. In Philadelphia you customarily need a certification statement to be provided to the buyer and it appears the broker in this case is likely referring to form while redirecting the responsibility onto the buyer to obtain the document. This document which is issued in Philadelphia will outline the recognized use by the city and any open violations that may exist. Keep in mind, the information is not always deemed accurate. This can be ordered through the eclipse website.
