Our development is located in a small desert town in California where most people would never live in an HOA, so we want to make sure to make the development enticing to new owners, but as you said, not make people "shy away" because of too many restrictions.

The only "iffy" is that it is in the higher desert but again, if you can buy it right you can always sell it right as well.Property is worth $205,000 and the acceptance was at $130,000.So, YES, don't necessarily assuage yourself of CA, just work in the areas that make sense to what you are looking to do.Bueno fortuna!

Our house in Murrieta, CA is practically in the desert, so we decided not to install a large lawn that would either cost the tenant a small fortune to irrigate (especially in the summer) or die because they couldn't afford the water bill.
