A BK hold means the owner filed BK, it takes 2-3 months for the bank to get it released from BK and rescheduled for auction. 

My question is, do we have to file paperwork to register the partnership, or can we just document on a partnership agreement and file our respective share on our taxes?

@Randy Gleysteen Tax laws do vary from state to state but an experienced CPA should be able to understand and abide by multi-state tax laws and filing requirements.For example, my CPA license is in the state of NY but I work with clients nationwide.
