There's quite a bit of work I can do myself (install flooring, cabinets, etc) but want the 203k to cover the cost of materials only and have the contractor do some of the plumbing, electrical, etc.

No paved drive, 4. looks like it needs a roof (around 3k), needs paint on the outside (1500), probably needs some windows, looks like the bathroom paint job is bad, red is an awful color, and the curtains conceal the real condition of the tub/shower area, you're right, the kitchen looks like the original metal cabinets that have been painted, they did put a decent laminate counter top on and it looks like newer appliances.

I'm not sure how to distinguish simple repairs (i.e. reattaching a loose cabinet handle or changing a bulb) from ones that are off limits, in a way that is clear and concise.

I suggest taking a new picture of the kitchen without all the stuff on top the cabinets etc. also it is always nice to have more pictures of the house it self.

Looking at the pictures, it definitely needs a kitchen rehab and flooring as there has been some damage (some stripping of the tiles, appliances, and some of the cabinets removed).

If I buy a house that has an outdated kitchen and buy decent, but not expensive, cabinets and appliances I'll probably get a higher ROI than if I bought a house that already had a good kitchen but I want top of the line cabinets and appliances.
