@David Faulkner is on the right track, but at this FMR, I would expect tons of amenities, lots of cultural activities near-by and an ocean view.I see the seller is speculating / fishing just to get out of the property.

You should be able to work with your insurance company and let them go fishing to get the refund back from the driver's insurance.

While fishing provides me two things (a decent one-earner income, and good big chunks of time off, about 3-4 months of completely free time throughout the year), it also forces me to always trade a lot of my time for a small pile of money.I don't want that.
