The tenants you want will have access to internet and will follow the procedure of how to qualify for your unit.

Often they will have the procedures and forms.

You should also review Code of Civil Procedure section 1161(2) regarding the notice to pay rent or quit.

I would have to go through the proper procedures because the tenant has basic rights I would have to respect.

In your shoes, I'd start doing whatever the standard "didn't pay rent, time to evict" procedures are in your city/county/state.

I though quieting title was the legal process of expunging liens, you're telling me the procedure simply is there to "perfect" your title making it more transferable?

Our application process and procedures are clearly written out and all of our renting evidence is clearly showing no racial discrimination what so ever.  

Seems like the prior own followed the right procedure to evict them.
