Look for population growth,median income, school systems, crime levels, future development plans, etc.You have to decide if you want all appreciation and limited cash flow, moderate cash flow and appreciation, or mostly cash flow but little to zero appreciation.

That leaves you to the ones that "cant find work" to take the job (my experience has been that they either don't know what they are doing, never show, end up stealing, drug/alcohol issues, or just have zero pride in their work leaving you with a bad repair/rehab).
