If I was to focus on appreciation, I would likely still have all my eggs in one basket, and it would take me a very long time to save up to purchase another property, and the combination of many small rent increases usually far surpasses the small increase of one more expensive property.  

I definitely think you'll want to at least meet the 1% rule in these neighborhoods given the headaches that may arise with tenant/neighborhood issues, and you might be able to find deals that even surpass the 1% rule if you can find any off-market. 

The sooner an investor realizes real estate is a team sport, the sooner they will not only attain their goals but far surpass them.
