If more people filed a complaint, they would not be able to get away with these issues.  

Finish work was installing white quarter-round molding around the baseboards.  

Once they receive that notice you will know if they are not paying because they don't have the money or if they are just trying to see what they can get away with.

I like the idea of condos and paying the HOA fees so I don’t have to worry about big ticket expenses in future or high insurance rates, but I’m open to advise. 

That could extend rental assistance for those who couldn't get it on the first round.
